In October 1983, Lois Baker, CEO of Mountain Comprehensive Health Corporation (MCHC) extended her commitment of providing quality health care services to the residents of the county and surrounding counties by opening the Owsley County Medical Clinic in Booneville, Kentucky. They were without medical treatment for almost a year before the clinic opened. The desperate lack of health care forced many residents to travel to other counties for medical care. Many of the residents, especially the elderly, had neither the financial resources nor the transportation to permit them to obtain medical services outside the county which posed a hardship on these people. With a steadily increasing patient load, the clinic moved to a new facility on April 12, 1999 on Route 11 next to the Owsley County Post Office; this new facility consisted of a Wellness Center, new Laboratory and X-ray equipment. Cardiac stress testing, flexible sigmoidoscopies and pelvic ultra-sound tests were all available. In addition to family practice, pediatrics and obstetrics/gynecology specialty clinics were also available.
Owsley County Medical Clinic is now a medical practice consisting of two primary care physicians and thirteen employees whose mission is to utilize all available resources to provide affordable, quality health care to those persons residing in its service area and especially to those individual residents who are medically underserved. A sliding scale fee program is available to those patients who meet federal guidelines. The sliding scale fee program is based upon the family's income; patients may receive care at significantly reduced rates. As a community oriented clinic, they feel it is their duty to see all patients regardless of their ability to pay for services. By providing the sliding scale fee program they assure that all persons are available to receive health care. The clinic also accepts Medicare, Medicaid and files for most insurances.
Since this is a sliding fee scale clinic, we have provided the Federal Poverty Guidelines below. Visit the Owsley County Medical Clinic website listed above to see what the level is needed for free care.

In order to get reduced or free services from some clinics, they use a sliding fee scale based on your income. When they use a sliding fee scale, the 100% rate can be different than 100%. In those cases, using for example a 200% federal poverty level, you will only need double the 100% number listed above to 200%.
