Physicians, nurses, medical technicians and other community volunteers providing free health care to those who cannot afford to pay
The People's Clinic was established in 2005 to provide free medical care to those without health insurance or the ability to pay.
At present, we accept patients whose annual income does not exceed 250 percent of the federal poverty level. That income percentage is subject to change under the Patient Protection and Affordable Care Act (ACA).
The People's Clinic is supported entirely by the generosity of local churches, individuals and organizations who share our belief that health care is a human right. We receive no financial support from state or federal governments.
Currently, we operate the medical clinic on Tuesdays from 10 a.m. to 7 p.m. Additional hours are dependent on the availability of volunteers, as well as increased gift support.
Our diabetes clinic is open on the fourth Monday of each month from 10 a.m. to 4 p.m. Our dental clinic, now located in the CHER building, is open on the first Monday of each odd-numbered month, starting at 9 a.m.
Appointments are required in advance for all clinics. Our daily patient load is dependent on the number of health care professionals and other volunteers who are available to staff the clinic.
All of our patients are encouraged to explore their eligibility for expanded Medicaid or private health insurance through the Kentucky Health Exchange at kynect.ky.gov. Open enrollment for 2014 ends March 31.
With the sweeping changes impacting health care in Kentucky and the nation, we feel it is important for our patients and supporters to be assured that we are committed to providing free medical care as long as the need exists in Rowan and the 10 other counties we have served since 2005.
Since this is a sliding fee scale clinic, we have provided the Federal Poverty Guidelines below. Visit the Peoples Clinic Foundation website listed above to see what the level is needed for free care.

*Alaska and Hawaii have different rates for HUD federal poverty guidelines.
These numbers above represent 100% of the Federal Poverty Rate. In order to get reduced or free services from some clinics, they use a sliding fee scale based on your income. When they use a sliding fee scale, the 100% rate can be different than 100%. In those cases, using for example a 200% federal poverty level, you will only need double the 100% number listed above to 200%.
